Main Purpose of Position:
The Medicaid and Compliance Officer establishes and implements an effective compliance program to prevent illegal, unethical,
or improper conduct and practices with respect to the full range of Fedcap programs, including, but not limited to, health care programs. The position acts as staff to the General Counsel and executive management and to such program directors as he
or she shall instruct. This position shall be a resource in implementing policies and procedures to effectuate conformance to and compliance with all applicable laws, regulations and contracts relating to health care programs, services and activities. The
Medicaid and Compliance Officer shall also provide guidance to the General Counsel, the Fedcap practice leaders, and other Fedcap management as to compliance planning and monitoring, as well as best compliance practices and emerging requirements applicable
to Fedcap's programs in all other program areas. This position shall serve on and chair the Fedcap Compliance Committee.

Essential Job Functions:


1. Oversee and monitor the implementation of the Corporate
Compliance Program as it relates to Fedcap's health care programs and activities in coordination with and in support of the applicable program leadership.


2. Advise the CEO and executive management and assist
in the development of business opportunities related to the implementation of Medicaid Managed Care.


3. Continuously recommend necessary and appropriate amendments
to the Corporate Compliance Program to the Compliance Committee and to program directors and implementing such changes when approved.


4. Ensure the compliance of all Fedcap programs and activities
relating to the federal state Medicaid program, including all programs and activities subject to 42 USC sect. 1396, et seq and all regulations pursuant thereto.


5. Ensure the compliance of all Fedcap programs and activities
subject to the Administrative Simplification provisions of the Health Insurance Portability and Accountability Act of 1996 (HIPAA, Title II) and all regulations pursuant thereto and the HIPAA Privacy Rule, Security Rule, Breach Notification Rule and Patient
Safety Rule.


6. Ensure the compliance of all Fedcap programs and activities
relating to the federal Medicare program, including all programs and activities subject to the provisions of 42 USC sect. 1395, et seq and all regulations pursuant thereto.


7. Maintain a current inventory and ensure the compliance
of all state laws and regulations applicable to Fedcap health care programs.

Develop and periodically review and update Standards of Conduct to ensure continuing currency and relevance in providing guidance to management and employees.

2.
Consult with General Counsel as appropriate to address compliance issues requiring involvement of resources or authority beyond the Department.

3.
Respond to alleged violations of rules, regulations, policies, procedures, and Standards of Conduct by evaluating or recommending the initiation of investigative
procedures, and develops and oversees a system for uniform handling of such violations.

4.
Monitor, and as necessary, coordinate all compliance activities within the Agency to remain abreast of the status of all compliance activities and to identify trends.

5.
Identify potential areas of compliance vulnerability and risk within the Agency, develop and implement corrective action plans for resolution of problematic issues, and
provide general guidance on how to avoid or deal with similar situations in the future.

6.
Ensure the creation and maintenance of all appropriate record retention, violation tracking, call log, investigative, process improvement, and survey and assessment protocol
within the Agency.

7.
Provide reports on a regular basis, and as directed or requested by the General Counsel, the Compliance Committee or other senior leadership, to keep the Compliance Committee
and senior management informed of the operation and progress of compliance efforts.

8.
Ensure proper reporting of violations or potential violations to duly authorized enforcement agencies as appropriate or required.

9.
Institute and maintain an effective compliance communication program for the Agency, including promoting: (a) use of the compliance hotline; (b) heightened awareness of Standards
of Conduct, and (c) understanding of new and existing compliance issues and related policies and procedures.

10.
Work with the Human Resources and others as appropriate to develop an effective compliance training program within the Agency, including appropriate introductory training
for new employees and ongoing training for all employees and managers.

11.
Assist the General Counsel in preparation and management of corporate administration related to the Board of Directors.

12.
Such other duties as assigned.


Qualifications:



·
BA required with Juris Doctor or master's level degree preferred

·
Skills and experience sufficient to identify potential issues within a variety of compliance areas (Finance, Utilization, Program Planning, Licensing, Billing, Funding,
Agency Policy)

·
At least 10 years compliance experience within either health care delivery or public or private health insurance organizations, or government regulatory agencies, with
at least 5 in a supervisory or leadership role.

·
Detailed knowledge of Medicaid rules.

·
Detailed knowledge of HIPAA.

·
Detailed knowledge of New York healthcare regulatory framework.

·
Detail oriented and has experience with investigative and reporting procedures.

·
Competence operating Microsoft office products.

·
9. Ability to create spreadsheets
and analyze data and metrics to spot trends/issues and recommend improvements to areas of operation as needed.

· The Directory Services Engineer is responsible for providing
operational and project support for an enterprise Directory Services
environment that includes Active Directory, Certificates, and directory
synchronization services such as ILM\FIM and Azure AD Synch.

· The Directory Services engineer is required to have expert
technical knowledge and understanding of Active Directory including
experience supporting large-scale and highly complex environments.

*Primary Responsibilities :*

· Provide 24x7x365 operational support of Active Directory, LDAP,
Certificate Services and directory synchronization

· Troubleshoot and resolve low to high complexity issues and
incidents

· Participate in or lead complex or high severity troubleshooting
and incident problem resolutions with other infrastructure teams or vendors
- Plan and implement low to highly complex changes to the environment -
Participate as a team member on projects involving Directory Services

· Perform common responsibilities such as domain controller

· Manage the backup and restore of Active Directory

· Participate in capacity planning, performance monitoring and
maintenance to ensure high availability and proactively identify
opportunities for service improvement Basic Qualifications: - High school
diploma, GED or equivalent certification, or military experience

· Minimum of 8 years IT experience

· Minimum of 5 years of Active Directory technical experience that
includes the operational support and implementation of large-scale,
enterprise level solutions

· Proven experience effectively communicating technical
issues\challenges to both technical and non-technical audiences.

*Preferred Qualifications: - *

· Bachelor s degree in Computer Science, Information Systems or
Engineering

· Solid understanding of the Information Technology Infrastructure
Library (ITIL) principles

· Experience with Windows Server 2012 Active Directory - Experience
supporting PKI and Certificate Services
