Description
Under the general direction of the Court Executive 2b (Information Technology Division Manager) the selected individual will provide support for the Vicinage Information Technology Help Desk. The individual will assist Vicinage Information Technology Users with hardware including but not limited to PCs, laptops, tablets, cell phones, printers, digital telephones, scanners and other networked devices. The individual will provide support for software, both client and server. Implement Information Technology projects, programs and/or operating procedures. Plan, organize and present technical proposals, either written or oral. Install and test systems software and/or related hardware. Perform related work as necessary.
Requirements
Education: Graduation from an accredited college or university with an Associate's Degree.
Experience: Two years of professional experience in analyzing, designing, programming, troubleshooting and resolving
technical problems associated with mainframe terminal, PC, or LAN; setting up mainframe terminals, PCs, or LANs; configuring and networking devices for the end user; installing software applications; and/or installing and implementing telecommunications facilities and services.
Substitution:
􀂙 An Associate's Degree in Computer Science may be substituted for the required education and one (1) year of additional experience.
􀂙 Three (3) years of post secondary education in Computer Science may be substituted for the required education.
􀂙 A Bachelor's Degree in any field may be substituted for the required education and one (1) year of additional experience.
􀂙 A Bachelor's Degree in Computer Science may be substituted for the required education and experience.
􀂙 Applicants who do not possess the required education may substitute additional experience on a year for year basis.
􀂙 An Information Systems Division Internship may be substituted for one (1) year of the required experience.
Notes:
􀂙 Experience maintaining digital/IP telephone systems, preferably Avaya, helpful.
􀂙 Experience supporting Microsoft Office applications, including Outlook, extremely useful.
􀂙 Knowledge of TCP/IP and other LAN/WAN technology helpful.
􀂙 Experience in Trial Court Operations or Justice System applications beneficial.
License: Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
AUTHORIZATION TO WORK: Selected candidate must be authorized to work in the United States according to the Department of Homeland Security, United States Citizenship and Immigration Services Regulations. United States Citizenship is not required. Newly hired employees must agree to a thorough background check that will include fingerprinting. All data received will be kept in strict confidence except to inform the individual of the findings and what action will be taken as a result of this information.
For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary or the minimum salary of the band/level, whichever is greater. No increase may exceed the maximum of the range for that level within the band. Employees who are hired directly from another branch of government may be hired up to 5% above the salary they were being paid in the other branch of government, provided that no employee will have his/her salary set above the maximum of the salary/band level. For newly hired employees, the hiring rate will normally be set at the minimum salary of the band/level; however, salary may be set up to 15% above the minimum, based upon education and experience.
Residency Law: Pursuant to N.J.S.A. 52:14-7 (L.2011, Chapter 70), also known as the "New Jersey First Act," which became effective September 1, 2011, all persons newly hired by the Judiciary on or after that date shall have one year from the date of employment to establish, and then maintain, principal residence in the State of New Jersey. New Jersey state employees hired prior to September 1, 2011 who transfer from within the Judiciary or from another State of New Jersey appointing authority without a break in service greater than seven days but who reside outside the State of New Jersey are not required to change their principal residence to New Jersey in order to comply with the act.

Job Description: Job Duties:

Role Works as a liaison among stakeholders to elicit, analyze, communicate, validate and document requirements for changes to business processes, policies and information systems.
Business Analysts must be inquisitive and able to efficiently reach an understanding of complex tasks while using this understanding to produce project artifacts that satisfy project objectives.
Responsibilities:
Estimates time required to deliver project artifacts and reports progress toward delivery goals throughout the project
Leads key stakeholder analysis process Interacts with project stakeholders to elicit and document project requirements by translating business needs into testable, developer-ready requirements
Produces professional quality project artifacts including but not limited to business requirement documents, requirement plans, models (e.g. data, event, context and process), traceability matrices, use cases, issue logs and other documents as needed.
Ensures that system requirements meet business needs and that the business is able to fully integrate and implement new systems or system features
Partners with project stakeholders to manage requirement change requests throughout the project
Respectfully challenges requirement additions that lead to scope creep Identifies and communicates risks as well as possible solutions
Assists the business in determining if and how new systems or system enhancements may improve process flow and business function
Serves as a critical resource and liaison between subject matter experts and technologists throughout the project lifecycle

Participates in the Quality Inspection process for all requirements
