UPSKILL: For Today's IT and STEM Jobs TRAINING GRANT
GRANT BACKGROUND
. US Department of Labor awarded the four year, $5M grant in April,
2012.
. Employers, unable to fill Information Technology (IT) and Science,
Technology, Engineering and Mathematics (STEM) positions, are engaging
foreign nationals with H-1B visas. The purpose of the grant is to provide
training and academic courses for grant eligible NJ residents in order to
close an identified skill gaps.
. Application submitted by NJIT on behalf of a consortium of
organizations in North Jersey, including higher education institutions
(NJIT, Rutgers-Newark and the community colleges of Bergen Essex, Hudson,
Morris and Passaic County) and public Workforce Investment Boards (led by
the North Jersey Partners) from these same counties.
. Other partners on the grant include leading IT and STEM companies
in North Jersey (IBM and AT&T ) as well as key professional trade
associations including the New Jersey Technology Council, Newark Alliance
and Commerce and Industry Association of NJ.
GRANT COMMITMENT
. The grant is divided into Incumbent Worker Training and training
for grant-qualified job seekers.
. The higher education institutions made a commitment to train 420
grant-qualified job seekers, of which 200 of the workers will have been
unemployed for over 26 weeks. There is also a focus on veterans.
. Our goal is to train individuals in competencies where companies
have said they have both skill gaps and difficulty finding people with the
technical skills they require.
GRANT TRAINING
. Companies have skill gaps and they are applying for H-1B Visas to
fill those gaps. The grant will be used to up-skill American citizens to
work in IT and STEM positions with a long term goal of reducing the number
of H-1B Visas to fill the high tech jobs.
. The grant will pay tuition and fees for grant-qualified job seekers
who have technical backgrounds and need some additional training and
academic courses to become more marketable and employable.
. Our goal is to pay for training and academic courses in the
curricula where students have the highest likelihood of finding employment
after they are up-skilled.
INCUMBENT WORKER TRAINING
. Three employers on the grant, with skills shortages and available
positions in H-1B occupations in Northern New Jersey, will train 2,200 of
the 53,000 IT and STEM workers in Northern NJ.
. IT and STEM industry sectors comprise the strongest and fastest
growing business sectors in northern New Jersey.
