Chief Financial Officer, CarePoint Health Plans…   Position: Chief Financial Officer, CarePoint Health PlansLocation:  Jersey City, New Jersey Reporting Relationship: This position reports directly to the Chief Executive Officer, CarePoint Health Plans CAREPOINT HEALTH PLANSWe're a new health insurance company. We've built a great team from in and outside of the healthcare world to do things differently.We're focusing on Medicare Advantage and managed Medicaid populations and our business model is built on improving health outcomes for our members. Our exceptional data analysts and software engineers partner with a strong team of clinicians to focus on intervening where no one else has the data or understanding to do so. This is how we pull costs out of the system.Our results so far have validated our approach: We've reduced 30-day hospital readmission by 60% with a 30% overall reduction in hospital admissions. Today we have nearly 3,000 members in one county in NJ and are in the midst of expanding to 5 more counties in the state.  (Projecting a total of 7,000 members going into 2015 with approximately $70mm in premiums).POSITION DESCRIPTIONThe Chief Financial Officer (CFO) is responsible for all financial activities of CarePoint Health Plans and will provide on-going strategic and operational financial support and leadership to the Chief Executive Officer and other members of the senior management team. The CFO is responsible for the development and administration of financial policies and oversees their implementation for finance, accounting, internal controls, auditing and payroll.  The CFO will provide effective oversight of management and external financial audit processes and assures that the most effective financial systems are in place to manage the day to day operations as well as the company's strategic future. The CFO provides the leadership necessary to recruit, develop and retain the best financial executives within the organization who can be counted upon to bring about the expected results to provide timely and accurate reporting to the Board. The CFO will focus on the future of the business by developing and implementing successful financial models to ensure the continued success of the company.
RESPONSIBILITIES AND DUTIES
·        Keeps up to date with all federal statutes surrounding participation in the Medicare programs (as well as any programs added in the future), including, but not limited to: Medicare fraud and abuse issues, Stark legislation, and IRS guidelines. ·        Specific areas of responsibility include: patient financial services; maximizing cash flow consistent with sound credit and collection policies, while maintaining good rapport with the community; financial reporting with detailed analysis of financial statements and variances from budget; audits of financial statements and internal controls. ·        Oversees the direction of operating and capital budgets, accounting of financial information, finance and control, tax, regulatory, financial operations, financial systems and operations.·        Develops and implements financial policies and procedures and ensures compliance.·        Prepares the annual budget and analysis, prepares and presents monthly financial statements for the Board.·        Serves as the company's financial spokesperson with the external community, including outside audit firm, rating agencies and regulators, government officials, including legislators, as appropriate. Interact externally with providers, customers, and competitors as needed. ·        Develops and maintains effective systems of general accounting and cost determination.·        Ensures the effective development of a strategic financial business planning function infrastructure which supports long and short-term goal setting, and provides guidance to alternate courses of action to achieve strategic and financial objectives.·        Ensures that the finance staff is functioning with effective financial systems and controls to monitor and evaluate performance and that work processes are sound and timely in providing useful information; ensure that financial staff is capable of interpreting financial and operating data and quickly responds to support financial goals; ensure that staff work collaboratively across all business areas through the presentation of information in an open, honest, purposeful and succinct manner.·        Supervises the analysis of costs and makes rate recommendations to ensure appropriate income/cash flow.·        Directs, forecasts, analyses special projects; e.g., proposed facilities, equipment purchases.·        Maintains strictest confidentiality.·        Participates in professional development activities and maintains professional affiliations.KNOWLEDGE, SKILLS AND ABILITIES:·        Must possess drive and energy; bias for action in an entrepreneurial environment.·        Self-starter; proactively makes things happen.·        Responsive – keeps promises – willingness to commit and follow through.·        Excellent communication skills; able to clearly and effectively communicate the vision of the organization, problem solve, deliver difficult messages in a non-confrontational manner.·        Able to prioritize an extremely busy schedule and deal with competing priorities in a fair manner.·        Ability to delegate responsibility and authority to staff.  ·        Truly understands clinical integration – works for the benefit of the system organization as a whole.·        Works closely with the senior leadership team and others to develop strategic initiatives to achieve CarePoint's goals and objectives.·        Leadership presence to successfully liaison with state agencies, elected officials, community partners, and business leaders. ·        Must be mature, confident, and peer-like with the Board. ·        Ability to create an atmosphere which encourages motivation, innovation, and high performance.  QUALIFICATIONS·        Bachelor's degree in accounting, business administration, or finance; Masters preferred and / or CPA; direct experience in insurance, collections, billing, medical terminology and coding procedures. ·        Executive experience in growing Medicare Advantage plans.·       Minimum of 10 years of health insurance leadership experience in executive healthcare finance field within an integrated, risk bearing health system experience in preparation of financial reports required.·       Acumen in strategic positioning, infrastructure development & design, and proven ability to introduce new products; experience leading an organization through startup growth phases and/or new joint-venture partnerships.  ·       Experience working in a diverse health care delivery organization preferred.·       Experience with Medicare Advantage, capitation, and government programs preferred.·        Should have unimpeachable moral character, strong ethical foundation, and ability to inspire followership in others. ·        Strong communication and presentation skills required.COMPENSATIONCompensation arrangements are competitive and will be commensurate with the selected candidate's experience and achievements, and responsibilities of this position.
