Position Summary
Ensure that proposal bills of material are properly costed to enable the successful submittal of proposals. Submit Proposal Guidelines to the Commodity Managers. Audit costed BOM to ensure no material was missed and FAR compliance is sustained
Basic Requirements :
a.. Fundamental knowledge and experience in sourcing, buying, planning activities in Supply Chain
b.. Experience in costing, pricing and estimating for DOD developmental programs and must have expert knowledge in manipulation of bill of materials
c.. Knowledge of FAR, CAS and government procurement rules and regulations. In addition various government procurement features and options knowledge such as IDIQ, T&M, CPAF, FFP, Blanket purchasing, GSA
Duties and Responsibilities
a.. Lead activities of material proposal submittals. Ensure that bills of material are properly costed and submitted timely to support proposals, compliant to all FAR/DFAR applicable requirements
b.. Create and Implement a vision and corresponding roadmap for continual improvement of the B & P processes within the supply chain procurement functions ensuring consistency in application
c.. Direct effort for re-vamping the life cycle of projects from B&P through shipment to customer
d.. Management of FAR, CAS and government procurement rules and regulations. In addition various government procurement features and options knowledge such as IDIQ, T&M, CPAF, FFP, Blanket purchasing, GSA
e.. Advises Program Management of pricing rules, obligations and risks; compiles and analyzes data; and maintains historical information
f.. Must have strong experience with Cost Estimating Manual, FAR, and other governing documents for pricing compliance
g.. Will assist Business Development with Strategic Capture Planning and pricing strategy including development of price to win
h.. Manage formal material costing exercises in preparation of formal cost proposal for submission to the US Government and DOD in response to Requests for Proposals
i.. Develop and maintain reference library of group cost / pricing data to assist with estimation and future proposal development
j.. Submit Proposal Guidelines to the Commodity Managers
COMPENSATION:
Up to $90K base salary + bonus potential + full benefits + relocation expenses
