*Desperate Times Call for Hopeful Measures*

A recent *Time* magazine article featured a new phenomenon in today's job
market. Apparently, at least some job seekers are now offering a financial
reward to anyone who can hook them up with an appropriate employment
opportunity. While desperate times may call for desperate measures, however,
this do-it-yourself referral program is a hopeless investment. The money
would be better spent on a do-it-yourself self-improvement program.

According to the article, people are offering as much as $10,000 to anyone
who can connect them with a job opening for which they are ultimately hired.
There are even a couple of Web-sites trying to turn this just emerging trend
into a business. They enable those who want a job to connect with those who
profess to know where such jobs are and take a commission on the money paid
to facilitate the exchange of that information.

At a superficial level, this strategy would seem to be failsafe. The job
seeker pays nothing unless they are hired for the opening identified by the
informer. They get access to jobs they wouldn't otherwise know about, and
they're not out of pocket a dime until they actually land a position.

There's just one little problem. That transfer of information does nothing
to increase your odds of being selected for a job. It simply puts you in the
queue for consideration. And unfortunately, given the length of many
employers' queues these days, the odds of your actually getting hired are no
better than if you had stumbled across the job yourself.

Sure, it's helpful to get a peek into the "hidden job market," but what's
more helpful is to get a leg up on the competition, whether the job you
apply for is hidden or not. In other words, the key to success is not what
jobs you can see. It's what job you can land. And for that, it's better to
invest in yourself than in some outside agent.

*A Do-It-Yourself Self-Improvement Program*

Employers today have raised the bar for hiring. Most have decided that they
need employees who are more than qualified for their positions. That doesn't
mean that they're overqualified. It means that they are "ultra qualified."
They *both* meet the requirements specified for a job and demonstrate that
they can and will make an important contribution with their work and from
day one.

How can you prove that you're "ultra qualified?" You must take two steps
that combine to differentiate you into what employers call "A" level talent.
First, you should upgrade your capabilities. It doesn't matter, whether you
have a Ph.D. or a Bachelors degree, whether you have twenty five years of
experience or five, whether you're in transition or hoping to hang onto the
job you have, you need to continue your education and training right now and
for the rest of your career.

For example, that job seeker who was willing to pay someone else $10,000 to
find him a job, should take the money, instead, and invest in his own skill
development. Employers want individuals who are at the state-of-the-art in
their field and able to use key ancillary skills (e.g., they speak a second
language, they know how to use an esoteric software program) that will
enable them to apply that core expertise in a range of situations and
circumstances.

Second, you should promote the fact that you're engaged in self-improvement.
As an old mentor of mine once said, "It ain't braggin' if ya' done it." In
other words, it's not only important but appropriate that your supervisors
and peers know that you're engaged in continuous self-improvement. It
ensures that they don't mistakenly put the wrong person in a key new
assignment or job because they aren't aware that you have the qualifications
to do it and do it well.

How do you signal your commitment to self-improvement? For those in
transition, it's simply a matter of noting it on your resume. In the
Education section, enter the name of the course or program you're attending,
the name of the institution that's delivering it and the word "On-going."
And if you're employed, use your annual performance review and other
regularly scheduled meetings to let your boss know what you're learning. And
for maximum impact, also tell them how you intend to use that new knowledge
to make a greater contribution on-the-job.

Desperate times may call for desperate measures, but,it's hopeful measures
that deliver the most benefit. And the most hopeful measure of all is a
do-it-yourself self improvement program.

Done anything to help your offline brand lately?

We're all talking about ways to improve our online brand. Here are five ways
to improve your *offline* brand, as well. Remember – the two are connected.

5) *Meet three new people a day, offline.* Learn how to talk to people.
Introduce yourself to people in your office, at a party, at a reception Make
the connection. When we meet people, the majority of us listen just long
enough to find an entry point for us to talk about ourselves. (I'm guilty of
this, as well.) A better thing to do, however, is to listen – actually
listen – to the other person, and make neural connections in your brain.
They're huge runners? Do you know someone else who's a huge runner, that you
can introduce them to later? That makes you a connector, and allows you to
play the role of "go-to" guy. Best thing in the world to be considered, is a
go-to guy. Why? Go-to guys get the latest info, the largest clients, and the
biggest contracts. They're dependable, they're reliable. They're the ones
people turn to first. Be a go-to guy, and start by meeting three new people
a day, offline.

4) *How do you look?* I won't rewrite the post on

wrote last week, but people will always be more inclined to meet you,
talk
to you, and recommend you if you just look good. I don't mean wear a tie
everywhere you go, just look "put together." Shave. Shower. No stains on
your shirt. No shirts worn for more than a day at a time. Invest in a
quality pair of jeans. Simple things. Look the part, get more meetings,
close more deals. Does this make the world a shallow place to be? Probably.
Deal with it. It is what it is.

3) *How do you speak*? How do you write? I often tell the story of the girl
who sent me a resume looking for a job at HARO. She went to Harvard. The
last line of her cover letter said this: "Again, Mr. Shankman, I look
forward to the opportunity to work 4U." Really? Let me clear this up: THAT
IS NEVER OK. I don't care how you talk to me once I hire you – I text too.
But to put that in a cover letter? The first chance I have to meet you? The
first opportunity I'll get to determine how I feel about your
professionalism? Not OK. Take a writing class if you need to – I can't
recommend that enough. Take a drama class where you work on your diction and
pronunciation. Learn to write. Learn to speak. Bad writing and bad accents
are not only killing America, but your business. Hands down.

2)* Go to new places, see new things, meet new people*. Much like how easy
it is to get into a rut online (Check out FB, News, LinkedIn, and Twitter,
without ever exploring anything new,) the same is true offline. Home, gym,
work, bar, dinner, home, repeat. BORING, and you see the same people, time
after time. Look at the most successful people in the world – They rarely
repeat the same thing twice – Variety causes you to meet new people, do new
things, and enjoy life more. Without variety, you're stuck in a rut. The
more new things you try, the more apt you are to meet new people who can
help you make new things happen. Added bonus? You might like those new
things! How do you think I got into skydiving, boxing, and triathlons?

1) *Always take the first meeting*. I don't care how successful I get, I
don't care how much money I make, or how many times I fly all over the world
to speak and consult. If someone emails me and wants to meet, I will always
find time to take the first meeting. It might not always be in person –
sometimes it might be on Skype, or via phone as I'm sitting in an airport
lounge in Sri Lanka, but I will always, always hear what you have the say
the first time you approach me. Why wouldn't I? That's how new ideas spawn,
that's how business takes place, and to quote Rocky, that's how winning is
done! It's not about going to a networking party or joining LinkedIn. It's
about reaching out to people, and always encouraging people to reach out to
you. It's networking as a constant state of life, not as something you
remember to do every once in a while.

1. Leads the development of strategy, implementation and operations for the technology infrastructure environment to ensure a computing and telephony environment that supports education and administrative services, within budget.

3. Maintains a strong customer service orientation within the Information Technology Division.
4. Sustains an efficient environment based on standards, architecture and security.
5. Provides direct and/or indirect supervision of professional & technical staff.

JOB DESCRIPTION

Administration Project Analyst will perform work for the Legal and Business Services Unit relating to the agency's implementation of one or more major citywide IT system project(s). Working primarily under the direction of an Agency Chief Contracting Officer or an agency attorney, the Project Analyst will be responsible for coordinating procurement and related project activities consistent with City rules and procedures. The Administration Project Analyst will be required to organize and track a significant amount of project information received from other entities, and to provide analysis and recommendations based on that and other information. • Coordinating and managing existing and new procurements for goods and services needed by the project, and ensuring that orders are placed appropriately, delivered, and received in a timely manner.
• Ensuring proper recording of asset management information for each procurement.
• Reviewing documentation to ensure appropriate, timely payments.
• Serving as an interface between technical staff and project personnel to resolve issues.
• Monitoring that there is sufficient funding allocated for each purchase of goods and services.
• If time allows, assisting with other Legal and Business Unit activities.
• Undertaking other tasks as directed.
 
The Project Analyst must have a bachelor's degree from an accredited institution, preferably with a focus on a relevant field. Candidates must possess at least seven (7) years of relevant experience including (a) extensive project management experience relevant to organizing, analyzing, and coordinating activities (primarily procurement activities) for major IT projects, and (b) extensive experience working with Microsoft Excel spreadsheets and Microsoft Access databases, including the ability to quickly begin analyzing, extracting, and manipulating information contained in pre-existing spreadsheets and databases (developer/programming skills are not required). Also required are: excellent analytical, organizational, and problem-solving skills; solid knowledge of Microsoft Word and Adobe Acrobat (including OCR); strong interpersonal and written/verbal communication skills; the ability to work both independently and with significant supervision; and the
ability to multi-task and meet challenging deadlines in a dynamic and ever-changing environment.
