Summary of Role
The project manager is an IT lead that is accountable and responsible for the quality execution of an assigned project.  The PM operates within a work streams / application area in the planning, execution, risk management, and financial management for strategic projects.  S(he) brings discipline and structure to the IT execution team and ensures that project management processes and controls are applied to the project with creativity and practicality.  As a "face" for the IT project, the PM will act as a pivot point between customer program manager / product managers and the delivery team.
Key Responsibilities
  • Acts as a SPOC for the application projects for IT/business sponsors
  • Design and build out of the project structure and team in partnership with the delivery manager, to ensure that development tasks are executed on time and within budget
  • Interfaces with application business analysts and delivery manager to ensure that business and technical requirements are delivered
  • Applies to the project the project management methodology and framework endorsed by the organization, and delivers on all project management deliverables in the plan
  • Accountable and responsible for the creation of the project plan and qualifies schedule, resources and budget based upon the detailed  bottom up work plans performed with the delivery teams
  • Ensures the proper governance mechanisms are in place to provide program status with customers, and internally with business & IT stakeholders and strategic partners; chairs program status meetings
  • Creates a risk mitigation plan ensures the mechanisms are in place to proactively manage issues / risks with appropriate escalations to sponsors; builds contingency plans and takes corrective action
  • Manages project resource capacity and works with a staffing function to ensure project resource needs are met
  • Partners with finance to manage the program financials and ensures the proper controls are in place to manage the program budget
  • Accountable to the program manager to track milestones, cost, risks
Experience & Education
  • 5+ years of experience running IT projects in the applications, data, or infrastructure management areas
  • EXPERTISE in the following areas:
    • Member Health Portal, Member View of Health Data
    • Web Portal Development, Maintenance
    • Web Services & Business Logic Layer (Java)
      • Member Health, Claims Data
      • QA & Deployment Plans
    • Experience operating with structure and discipline and can bring maturity and planning to projects
    • Experience using Project Management Methodologies and Processes, exposure to SDLC
    • Strong communication skills; can chorale multiple teams and gain alignment across domain areas
    • Practical and efficient
    • Energetic, comfortable in fast paced environment
    • Professional and poised, can interface with senior leaders
    • Preferred – PMP Certification, Six Sigma Certification or  exposure to Capability Maturity Model
