Our client is migrating their Decision Support System to a newer,
world-class product Performance Management software and is seeking an
experienced IT/Finance Systems Analyst to provide system testing,
configuration, implementation, maintenance and support for this multi-year
initiative. Relevant training on specific technologies will be provided, but
the successful candidate must be able to commit to a long-term
partnership/employment with the company.

Required Skills and Qualifications

. Bachelor's Degree required

. Minimum of seven years or more job-related experience in
IT/Finance

. Knowledge, system implementation and support of FP&A, P&L and
related Performance Management software, e.g., EPSi Budget Manager (highly
desired), Hyperion, Longview Khalix CPM

. Must understand Budgeting tools, concepts and processes, chartered

OVERVIEW

Our client is seeking a Data Warehouse Administrator who will work closely
with the department leads to determine their BI needs and will be
responsible for designing, building, administering, tuning and supporting
the existing data warehouse as well as assisting with end user report
design.

REQUIRED SKILLS AND QUALIFICATIONS:

* Minimum Bachelor's Degree in Computer Technology, or relevant work
experience

* 3-4 years of experience working with MS SQL Server (2008 and
higher), of which at least 2 years are spent in Data Warehousing efforts.

* Demonstrated experience with all of the following required: Data
Modeling, Transformation Tools, Data Warehousing, ETL, Analysis Services
(SSAS), data cube design, generation and maintenance, and MDX.

* Experience writing advanced stored procedures, views, functions,
triggers and scripts

* Experience as a database administrator including on-call duties
required

* Experience in database design

* Strong understanding of database tuning, optimization, best
practices and protocols

* Experience with the following preferred: transactional replication,
Integration Services (SSIS), Clustering, and Reporting Services (SSRS).

* Experience with SAP 4.7 or later a plus

* Familiarity with SharePoint, ProClarity or Pyramid Analytics a plus

* Experience with .NET, C# and Silverlight programming technologies a
plus

* Excellent problem-solving skills, a self-starting attitude and good
communication skills are essential

* Must be able to work independently and in a team-oriented
environment

DESCRIPTION: Plan and successfully implement concurrent multi-discipline
technology projects of all sizes, small to large. There is a particular
focus on projects that have a strong data center and IT infrastructure

DUTIES AND RESPONSIBILITIES:

• Define and refine project objectives and select the best of the

• Validate with the Solutions Analysts that the business requirements and
scope have been analyzed and documented
• Coordinate technical reviews with other IT groups to develop and

• Develop a detailed project plan with dependencies and key milestones
based on coordination with all project stakeholders
• Develop and document acceptance criteria, anticipated benefits, and
metrics to measure project success
• Work with the project team to identify project risks and develop
appropriate risk mitigation plans
• Ensure that project objectives are met by monitoring and measuring
progress regularly to identify variances from the plan and take corrective
action as necessary
• Maintain detailed project plans, resource schedules, and timelines with
major milestones
• Schedule and facilitate project team meetings to ensure all project
requirements are effectively communicated to team members
• Perform status reporting to communicate progress to project sponsors, key
stakeholders and IT management. This includes IT scorecard and
capital/expense forecasting and reporting
• Maintain an issues list and communicate key issues to project sponsors,
key stakeholders and IT management
• Track project spending and ensure project costs are allocated to the
appropriate cost centers
• Ensure that budget variances are highlighted to IT Management and the

QUALIFICATIONS:

I.           General Description
The Criminal Justice Information System (CJIS) Business Analyst 2 is responsible for business processes and requirements of the Connecticut Information Sharing System (CISS).  The Business Analyst 2 ensures that the requirements of the stakeholders and user community are aligned with the strategies and direction provided by the CISS Business Manager and CISS Executive Director. 
 
II.        Desirable Characteristics
The individual who fills this position should have solid business analysis skills and the ability to foster cooperation and coordination among the various justice partners and IS organizations within the state and local agencies.  The Business Analyst 2 should also understand the CISS software elements, information exchanges, messaging, and business needs.  The Business Analyst 2 must effectively balance:
 
n     Leadership for business process reengineering and requirements development within the CISS Project.
n     Preparation and upkeep of current and new business process flow diagrams and charts.
n     Preparation for and business acceptance of new business processes.
n     Management of the stakeholders’ and user community’s expectations.
n     Development of relationships with the stakeholders and user community that foster teamwork and collaboration.
n     Communication with the user community and the project team to identify needs and evaluate alternative business solutions.
 
This focus requires the capability to build trust and nurture relationships with CJIS partners while maintaining the project momentum and progress.
III.      Responsibilities
The business responsibilities include:
 
n     Collecting, documenting, and maintaining the business requirements for the CISS Project.
n     Being knowledgeable on all facets of SDM and assisting the CISS team on SDM compliance for CJIS activities.
n     Supporting the resolution of complex issues where some business knowledge is needed.
n     Providing general business requirements consultation to the project team.
n     Providing general business process consultation to the project team.
n     Leading business analysis activities for various change requests for the CJIS community that impact the CISS Program.
n     Being accountable for providing the Business Manager and Technology Manager with the project plan inputs that are owned by the business (e.g., business requirements definition, business process model creation, user acceptance test case creation, user documentation and training).
n     Reviewing and editing requirements, specifications, business processes, and recommendations related to the CISS Project.
n     Leading the development of user documentation.
n     Supporting the development of the user acceptance test plan.
n     Supporting the development, planning, and executing training programs for the CISS Project.
n     Providing input on the Quality Strategy and Plan.

n     Supporting the effort to define and manage the look, feel, and content of the state’s CJIS Portal.
n     Participating in the RFP process and vendor selection.
