Director, Data Center Management

Job Summary:

The Director of Data Center Management plans, organizes and directs the
strategic and tactical activities of Information Technology's Data Center
Management team (s) which consists of the Computer Operations and Systems
Software team , Database Analyst team, Systems Engineering team, Desktop
Engineering team and any other Data Center Operations sourcing staff that
support the mission of Horizon Blue Cross Blue Shield of New Jersey.
The Director is responsible for the availability and reliability (24 hours a
day, 7 days a week) of Mainframe, Mid-range and Wintel hardware and system
software for the running of on-line and batch applications as agreed to in
Service Level Agreements (SLAs) established and agreed upon with other
Horizon IT personnel, Divisional personnel or hardware and system software
vendors.
The Director is responsible for advising, recommending and implementing
advances in hardware and software technologies agreed to by the Chief
Technology Office and assures that data center management strategy aligns to
overall Enterprise Architecture and Systems strategy.
The Director is responsible for the replacement of equipment and/or systems
software to reduce overall infrastructure costs or improve performance. The
Director is also responsible for the implementation of new hardware and/or
software.
The Director is responsible for the establishment and maintenance of service
contracts with external hardware and system software vendors to assure
meeting SLAs and to assure that the most innovative and cost effective
hardware and software solutions are selected and provided.
The Director is responsible for the development and implementation of
metrics, the implementation and use of monitoring tools that measure
hardware and software capacity, utilization and performance. The Director
will use these metrics to inform the user community of performance and
productivity on a regular basis and will take pro-active steps to assure the
longevity of the existing hardware and software base.

Job Responsibilities:

* Builds and maintains strong business relationships with the
customer and all relevant stake holders.
* Accountable for all data center activities and manages
relationships at all functional / executive levels as they relate to data
center activities.
* Proactively works with the Chief technology officer and
other IT Leadership Team personnel and IT peers to understand all business
objectives and priorities, to define future business plans and translate
them into tactical plans including forecasting resources, priorities and
costs.
* Provides assessments and proposals for hardware, system
software and data base configurations as requested.
* Owns all contract commitments of all parties, including
subcontractors and third party vendors, for all data center activities.
This becomes particularly important in times of crisis or disaster recovery.

* Mentors, trains and reinforces customer-centric attitudes
and behaviors among the data center staff to improve and maintain positive
customer expectations.
* Works with customers to validate the importance of issues,
potential benefits, impact and value to the functional area and/or
organization.
* Assures lessons learned are documented and socialized to all
involved so the same problem does not recur.
* Owns and manages the required metrics appropriate to manage
performance against targets.
* Collaborates with other IT directors to establish strategic
and tactical plans to meet or exceed customer expectations.
* Assures the availability and reliability of hardware, system
software and data base resources for use by the Enterprise and its
customers.
* Develops, implements, updates and socializes ITIL processes
to the data center staff where applicable for maintaining "best of breed"
performance.
* Directs the activities of staff and indirectly oversees
sourced staff in the support of the mainframe, midrange and Wintel data
centers to achieve enterprise goals and SLAs.
* Initiate and negotiate contracts with technology hardware
and software vendors as they relate to Data Center Management.
* Establishes and maintains Service Level Agreements with non
data center IT groups and Horizon divisional personnel and vendors.
* Develops budgets for Data Center Management and monitors
expenditures against budget on a monthly basis.
* Assures quality staff is available to perform data center
activities by developing training and career planning modules for each staff
member.
* Develops and socializes annual goals for the Data Center
Management organization.
* Collaborates with the Application development Directors and
their teams in developing maximum capacity levels for mainframe, mid-range
and Wintel platforms; reports usage against the developed maximums.
* Develops and implements disaster recovery plans for all data
centers.
* Manage and control the outsource vendor(s) of data center(s)
for day-to-day operations.
* Strategize with key staff members to develop plans to reduce
operational costs.

Education/Experienc e:

Requires a Bachelors degree from and accredited college or university.
Prefer an advanced degree or other professional certification in Management
Information Systems.
Requires eight (8) to ten (10) years professional business experience in
Information Systems.
Requires minimum of five (5) years of supervisory experience, specifically
supervising professional technical staff.

Knowledge:

Requires knowledge of computer data center operational services
Requires knowledge of vendor negotiations for computer hardware, software
and services
Requires knowledge of information systems sourcing arrangements.
Requires knowledge of management information systems budget expenses.
Prefer knowledge of health industry environment.
Requires knowledge of project management methodologies, processes and tools.

Requires strong problem solving, and implementation abilities.
Requires excellent analytical, planning, and organizational skills.
Requires excellent communication skills and ability to write and discuss
clear procedures regarding technical issues.
Requires the ability to aggressively and persistently pursue solutions to
problems.
Requires strong project management skills.
Requires excellent interpersonal skills and the ability to interface with
all levels of personnel.
Requires ability to work independently and exercise sound judgment.

Special Licenses and Certifications:
ITIL Certification
PMP Certification
