DVA T4 Program Director and Customer Liaison (PD&CL)

JOB DESCRIPTION: Serve as IDIQ PD&CL responsible for management of multiple
concurrent task orders (FFP performance based, CP and T&M) to perform All
facets of IT related services. Primary responsibilities of the PD&CL include
managing performance of the tasks under the IDIQ including budget,
schedules, quality, required monthly reports/deliverables, staffing,
subcontracts, client and stakeholder relationship, external vendor
relations,and proposal development for new task orders. Meet as required
with the T4 PD&CL (PM) and Contracting Officer (CO). Conduct customer
satisfaction surveys and address any issues or concerns reported by the task
leads or the T4 PM.

REQUIRED EDUCATION/SKILLS:
Bachelor's degree with minimum of 5 years of successful Program Management
experience. Minimum of 10 years of experience working on projects and
programs in positions of increasing responsibility.

The PD&CL must demonstrate specialized experience in the majority of the
following:
� Leadership of IDIQ contracts for Federal clients (at least ten distinct
task orders)
� Experience in managing contracts with a large team of companies (20 or
more) and personnel (30 or more in several distinct labor categories)
� Successful management of complex IT projects
� Experience in successfully managing FFP and performance based contracts
� Successfully managing client relationships at multiple levels of the
client organization
� Knowledge of and relationships with either the VA or Army Communications
and Electronics Command (CECOM) contracting organizations
� Providing clear technical guidance and direction to staff which lead to
resolving difficult-to solve problems
� Managing various assignments while prioritizing daily operational issues
and knowing when to seek client intervention
� Coordinating or leading business development activities throughout the
capture and proposal life-cycle
� Strong oral and written communication skills.

CERTIFICATIONS:
Having a PMP required, and experience with CMMi, EVMS, and ITIL also a plus.

SCOPE: The PD&CL is responsible for maintaining customer relations with the

support across the VA. Successful candidates will have a strong background

business intuition and desire to grow and lead a diverse IT services
organization.

Management duties include:
� Serves as PD&CL for a large, complex program with centralized and task
order support requirements
� Organizes, directs, and coordinates planning and production of support
activities

Business development duties include:
� Identifying and responding to opportunities from cultivation and capture
through final proposal response
� Marketing SAIC�s capabilities by interfacing with multiple customer
organizations at the senior and executive levels
� Defining future concepts and capabilities for growth of public health
business base

Program Management skills and experience include:
� Providing high quality oral and written communications with all levels of
management for planning and control of projects
� Skills to supervise and direct teams to execute current programs and
develop new programs
� 10+ years experience managing:
o Project plans, budgets, and deliverables for programs in excess of $10M

*ABOUT THE POSITION:*
Teacher U has an immediate opening in its Technology & Knowledge Management
(TKM) Department for a Senior Technology Manager. The Senior Technology
Manager will play a critical role in developing and managing the technology
function within the organization. Reporting directly to the Director of
Technology & Knowledge Management, the Senior Technology Manager will manage
at least two full-time employees and will have responsibility both in
run-the-business technology functions and in developing new software to
improve the product Teacher U aims to deliver.

Essential Duties & Responsibilities:

Management:

- Manage members of the Technology & Knowledge Management Department in
the successful implementation and upkeep of Teacher U�s daily technology

provided to members of TKM team;
